Surrey is the one municipality in the region that publishes what its permit reviews actually take — and separates tenant improvements into three streams with their own targets.
Three streams, and the City decides which one you are in
Surrey splits tenant improvement permits into three formal streams, each with its own published target:
- Minor Tenant Improvement — small, low-complexity interior alterations, reviewed partly by on-site inspection rather than full plan review
- New Tenant Improvement — the standard commercial stream
- Medical Clinic Tenant Improvement — a dedicated stream for physician-led medical services
You cannot self-select. A City building official reviews each application and decides eligibility based on the scope of work. The Medical Clinic stream is narrower than the name suggests: it covers physician-led services such as family practice, primary care and urgent care, and excludes massage, physiotherapy, chiropractic, acupuncture and counselling.
Published times, and where the clock starts
Surrey publishes both a target and a current actual processing time for each stream, updated regularly. As of September 2026 the City published a target of three business days for Minor tenant improvements, three weeks for the medical clinic stream, and ten weeks for a standard new tenant improvement.
The important detail is where the clock starts. Surrey states that for tenant improvements, timing begins after a complete and accurate application is submitted — not when you first file. An incomplete submission does not start the clock slowly; it does not start it at all.

The submission rules that get applications bounced
Surrey’s digital submission requirements are unusually specific, and they are enforced:
- Documents as individual PDF files — not JPGs, not ZIP files, not several documents merged into one PDF
- Files named by document type
- One application per email, with the project address and application type in the subject line
- Sealed professional documents must carry a Notarius digital signature specifically — a generic digital signature is not accepted
Note also that the permitting portal is for managing a permit, not for submitting a commercial tenant improvement application. Those go by email or over the counter.
Two prerequisites before a permit issues
A Zoning Approval Letter confirming the location meets zoning regulations for your proposed use, obtained through Business Licensing. And Fraser Health approval for food handling, recreational services or personal services — two sets of plans reviewed and signed by a Fraser Health inspector, before the building permit is issued.
One more thing worth knowing early: Surrey validates your declared construction value independently against commercial valuation data during plan review. An optimistic number does not reduce the fee.
Starting without a permit
Surrey’s Building Bylaw requires an additional charge equal to 100% of the permit fee where construction has commenced without one — a doubled fee, payable in advance of issuance. Enforcement can also include a stop work order, fines, and a notice registered on the property title.
